What is the Housing & Safety Department?
Housing & Safety encompasses the Weatherization Assistance Program (WAP), which aims to reduce the monthly energy burden on low-income households by improving energy efficiency. WAP annually provides grant funds to Community Action Agencies, local governments, Indian tribes and non-profit agencies to provide specific program services for low-income families of Florida, and these entities provide program services throughout the state. Our department assists customers in Escambia, Santa Rosa, Okaloosa, Holmes, Jackson, Walton, and Washington counties.

To be eligible for WAP, the total household income may not be more than 200 percent above the national poverty level. Preference is given to elderly (60 years or older) or physically disabled residents, families, with children under 12 and households with a high energy burden (repeated high utility bills).
Types of Assistance
- Install attic and floor insulation
- Install attic ventilation
- Apply solar reflective coating to manufactured homes
- Install solar screens
- Repair inefficient heating and cooling units
- Repair water heaters
- Address air infiltration with weather stripping, window replacement as applicable, caulking, minor repairs to walls, and door replacement.
